Comment: On 10/11/18 Traffic Mgmt. was directing traffic on River Rod. at aprox. 2 PM. The flow was not well regulated and should have been alternated far more frequently. I waited over 25 minutes. Having previously experienced the same road cpartial closure, that was managed by Cal Trans, this was ridiculous.
